The topic of the best book to learn Hebrew is a debatable one, I was often being asked by my students if I could recommend them a book or two to learn Hebrew. So I got a few books for myself to check which ones could help out students (of course with a 30 day money back option to return them)
Some of them were decent, not bad for a start, though the majority were.. incomplete? Teaching in a way that leaves the student wondering what to do next and also leaves a bunch of holes to fill in later.
Which is why it is always recommended to get at least two beginner books or more. One will complement the other.

Learn Hebrew Books
HaYesod: Fundamental of Hebrew by Luba Uveeler and Norman M. Bronznick - This book was actually designed for teachers to teach the Hebrew language, but it is so well structured that it can be given to the serious student without even a teacher at all. You will get a solid foundation of the Hebrew language. Though since it was written in 1991 a small portion of the idiom and vocabulary is a little outdated. But it's a solid grammar foundational book
Living Language Hebrew, Complete Edition - by Living Language and Amit Shaked Pasman. This is a complete course with 3 books and 9 audio CDs. So far, I have to say this is one of the best solid full proof resources I'd seen out there, it is a little bit expensive though so I will only recomend this if you really have your heart set on learning Hebrew. If you're still only figuring it out, you can choose a more a affordable option
Story books (Beginner friendly)
Once you know how to read and have a little bit of vocabulary I highly recommend you at some point to get some books in order to get better at the language. I know there are people that don't like to read, but it is not only food for the mind, it helps solidify words and phrases you already know, while giving you new words and new phrases. Students who learn with some entertainment material (non-how-to-learn-a-language books) gets results faster.
